The Ukraine Recovery Conference in London in June 2023 will address the need for war-risk insurance to support the reconstruction and recovery of Ukraine. Currently, there is virtually no war-risk insurance available for investments or property in Ukraine, and the insurance industry has never covered war risks at the scale required. Marsh McLennan has proposed the creation of a war-risk pool, which would create conditions for the functioning of the conventional property insurance market and enable investment to flow at the scale required. This would depend on the provision of a government backstop, likely provided by G7+ governments. This would be similar to public-private partnerships developed by G7 countries for various perils, including terror risk.
