Property transfer processes are streamlined and transparent, but further digitalization and interoperability are needed. Utility services exhibit variations in connection times and costs, with opportunities for improved online platforms, transparency, and coordination among providers. Overall, while Bulgarian cities show operational efficiency, improvements in public service delivery and regulatory framework implementation are crucial for further enhancing the business climate.
