ContentsTech PolicyTrends 2025 Tech Policy Trends,2025IntroductionGreg Francis, CEOThe creative mind can’t helpitself: it invents withoutconsideration for time orcircumstance, and leaves othersto lie awake parsing how interestrates, armed conflict, sinkingcities and rising temperatureswill affect their new art. Worrierslike that –perhaps you amongthem? – have had their shareof insomnia this year and lookfor a more settled 2025 of newgovernments, less-twitchycentral bankers, la Niña, anda widely-shared expectationarising in part from a generalisedWeltschmerz, that we’re all duea little calm. That should createspace for contemplation to tendtowards action, and AccessPartnership will jump in with bothfeet; there’s a lot to do.We’ll start with over-manageddata: internationally rules on datawere written for Facebook andTikTok, but some of us can seehow myopic that is. Biopharmainnovators, transport systems, open banking apps and thecybersecurity that underpinsthem all join a growing list ofsectors that need new rules forusing data and transferring themacross borders. One size doesn’tfit all: everyone just ends up withthe wrong size. Then we’ll move to developersof AI – can we stop writing outartificial intelligencein 2025? –who support the internationalcommunity’s work to help themhelp themselves by settingrules. Markets open and stocksrise when regulation works, andtrust in innovations grows. That’sanother way we can create clarityand predictability. Finally, so much informationrequires a rebalancing ofconnectivity regulation to allowthe oldest and new solutionsto ship data around on a levelplaying field. That even-level isat risk today. Where margins arethin there’s an ugly tendency tocurtail competition, which, aswe have seen again and again to the cost of citizen-consumers,mostly happens to developingmarket consumers. And that’s afar cry from the fair tech we seekto drive. We know the fates scoff at thosewho make plans, and 2025 maybe even more fraught than itspredecessor – in fact, the oddsof that are good. But from 2January, this company will spendits energy shaping rules that setup creative minds to deliver onthe promise of their inventions, and we do so in the expectationthat whatever the next twelvemonths serve up, we’ll need newtools to make the best of them.In the spirit of a steady andsuccessful 2025, we hope you’lljoin us. 1Tech Policy Trends, 2025AI and industryAI accelerating outcomes for the health sectorEric Obscherning, Director, Tech-Enabled VerticalsShaping the future of work in the AI economySpencer Smith, Consultant, Tech-Enabled VerticalsHarnessing AI for a sustainable supply chainOlivia Burzynska-Hernandez, Senior Manager, Tech-Enabled VerticalsOverview:AI is reshaping industries worldwide, drivinginnovation, efficiency, and sustainability. From healthcareand workforce dynamics to global supply chains, its impact isprofound. Explore how these changes are shaping the future. Meeting new guidelinesCompanies like Johnson& Johnson and Roche arealready leveraging AI tostreamline clinical trials, improve diagnostics, andoptimise healthcare delivery. However, the next frontier liesin ensuring these advances arecompliant with an evolving globalregulatory landscape. For health-focused companies, the challenge is no longer justdeveloping innovative solutions, but ensuring that these solutionscan operate within the boundsof increasingly complexdata privacy regulations.Governments around the worldare enforcing stricter guidelinesfor the use of patient data, AIalgorithms, and machine learningin healthcare, particularly in theEU, the US, and parts of Asia. These regulations are aimed atprotecting individual privacy, ensuring ethical AI usage, andsafeguarding sensitive medicaldata from breaches.Access Partnership supportsboth traditional technologyand health and life sciencecompanies in navigating theseregulatory hurdles. Our role is tohelp our clients shape nationaland international standards, regulations, and policies so thatinnovators can adopt and deployAI innovations safely, securely, and ethically. Responsible AIuse will accelerate healthcareinnovation and improve patientoutcomes. The road aheadIn 2025, the health industry willincreasingly rely on AI to addresslongstanding challenges, such ascost management, personalisedtreatment plans, and resourceallocation. However, theimplementation of these AIsolutions must align with robustgovernance frameworks tomitigate risks such as databreaches, algorithmic bias, andthe erosion of patient trust. Ourexpertise in building bridgesbetween health organisationsand regulators allows us to driveresponsible innovation that putspatient safety at the centre whileoptimising operational efficiency.Moving forward, we anticipatean acceleration in the formationof AI policies that will not onlyaddress data security butalso encourage collaborationbetween the public and privatesectors. This collaborationwill be essential for ensuringthat AI technologies areapplied effectively and saf
