DHSInnovation,Research&DevelopmentStrategicPlan FiscalYears2024-2030 MAY2024 LETTERFROMTHEUNDERSECRETARYOFSCIENCEANDTECHNOLOGY AstheU.S.DepartmentofHomelandSecurity(DHS)entersourthirddecade,thehomelandsecuritythreatandhazardlandscapescontinuetoevolve.ThosewhowishtodotheNationharmexploitthesametechnologiesandpathwaysthatenableAmericanprosperityandourwayoflife.Thefrequencyandimpactofnaturaldisastersincreasinglychallengeourresiliency.Andinnovations,suchastherapiddevelopmentandwideadoptionofArtificialIntelligence,aremajordisruptorsofthehomelandsecurityenterprise(HSE)andempowerouradversaries. Innovation,ResearchandDevelopment(IRD)initiativesprovideDHSthekeymechanismstokeeppacewiththis changingstrategicenvironment.ThetechnologiesthatemergefromourIRDinvestmentsarecriticaltoensuringourfront-lineoperatorshavethetoolstheyneedtostayaheadofouradversariesandbetterprepareforandrespondtonaturalhazards. ToensureDHShasastrategicandintegratedapproachtoIRD,IamproudtointroducetheDepartment’sInnovation,ResearchandDevelopmentStrategicPlanforFiscalYears2024-2030.Thisfirst-of-its-kindStrategicPlanidentifieswaystocoordinateIRDinvestmentstomaximizeimpactsacrossourcomponentsandmissions.Carefullybuiltthroughdatacollectionandanalysis,andcraftedwithstakeholdersfromacrosstheDepartment,thePlanbringsfocustoourIRDportfoliosbyhighlightingeightkey,cross-cuttingStrategicPriorityResearchAreas(SPRAs)thattheDepartmentwillfosteroverthenextsevenfiscalyears. InadditiontoensuringthatthePlaninformsDHS’sresourcedecisions,wewillworkcloselywithourkeyHSEpartners,Congress,industry,academia,andotherstakeholderstocatalyzethePlan’sIRDpriorities.Together,wewillcontinuetobuildthevitalcapabilitiesneededtosecuretheHomeland. ThesethreatsandhazardstotheUnitedStates(U.S.)homelandhavegrownconsiderablymorediverseandcomplexoverthepasttwodecadesofDHS’sexistence.Cyberattacks,the opioidandsyntheticdrugcrisisdrivenbytransnationalcriminalorganizations(TCOs),theproliferationofhealthsecuritybiothreats,anddomesticviolentextremism(DVE) arebutafewofthethreatsincreasinglyendangeringcommunitiesandindividualsacrossthecountry.Asclimatechangetriggersincreasinglysevereand frequentdisasters,suchashurricanes,drought,wildfires,andextremeheat,theDepartmentrequiresenhancedpreparednessandresponsecapabilitiestodealwiththeseandothernaturalhazards. Technologyisapowerfulforcemultiplier,improvingefficiencyandeffectivenesstomeettheseandthemanyotherchallengesfacingtheDepartmentandthewiderhomelandsecurityenterprise(HSE). EmergingtechnologiesnotonlyprovideopportunitiesforDHStoenhanceresponsecapabilities,butalsoposepotentialfuturethreatsfromthosethatwishtoexploitthemtoharmourwayoflife.AcriticalgoaloftheIRDcommunityistoutilizestate-of-theart capabilitiestoprotectanddefendthehomelandfromthesemyriadrisks. TooptimizeDHS-wideIRD,theDepartmentformalizedthefirstofitskindInnovation,Research,andDevelopment Coordination(IRDC)Council,co-chairedbytheUnderSecretaryofScienceandTechnologyandtheUnderSecretary ofManagementandcomprisingSeniorExecutiveServicerepresentativesfromacrossallDHSComponents.ThisCouncil servesasthesenior-levelexecutivebodyoverseeingDHS-widecoordination,strategicplanning,andlong-termresourcingofIRD,which includesbasicresearch,appliedresearch,development,testingandevaluation;technologyimprovement;andinnovationefforts.ThisCouncilis chargedwithimprovingsynchronizationoftechnologyimprovementeffortsacrosstheenterprise;enhancinginformationsharingacrossIRDandacquisitionstakeholders; andincreasingtransparency,traceability,unityofeffort,andvaluetoDHS-wideIRDactivities.Thisbodyisalsocharteredtoinfor
