ABSTRACT:Geoeconomicfragmentation(GEF)isbecomingentrenchedworldwide,andtheEuropeanUnion(EU)isnotimmunetoitseffects.ThispapertakesstockofGEFpoliciesimpingingon—andadoptedby—theEUandconsidershowexposedtheEUisthroughtrade,financialandtechnologicalchannels.Motivatedbycurrentpoliciesadoptedbyothercountries,thepaperthensimulateshowvariousmeasures—raisingcostsoftradeandtechnologytransferandfossilfuelprices,andimpositionofsectoralsubsidies—wouldaffecttheEUeconomy.Duetoitshigh-degreeofopenness,theEUisfoundtobeexposedtoGEFthroughmultiplechannels,withsimulatedlossesthatdiffersignificantlyacrossscenarios.Fromawelfareperspective,thissuggeststheneedforacautiousapproachtoGEFpolicies.TheEU’sbestdefenceagainstGEFistostrengthentheSingleMarketwhileadvocatingforamultilateralrules-basedtradingsystem.
