IMF CCAMTAC Technical Assistance Report – Kazakhstan National Accounts Mission Summary

1. Mission Objectives and Outcomes

• Technical assistance mission to develop quarterly national accounts.
• Review of statistical discrepancies between GDP by production (GDPP) and GDP by expenditure (GDPE).

2. Key Recommendations and Actions

• Data Release Calendar

  • Introduce additional revision date after t+11 months for national accounts data alignment with Supply and Use Tables (SUT).
  • Adjust annual GDP after t+11 months to ensure consistency with SUT.
  • Publish quarterly GDP press release and discrete time series of quarterly GDP.
  • Implement seasonal adjustment software for GDP.

• Quarterly GDP on a Discrete Basis

  • Compile quarterly time series of GDPP and GDPE starting from Q1 2010.
  • Adjust GDP estimates based on volume indices and other factors.
  • Implement perpetual inventory method for compiling consumption of fixed capital.
  • Ensure consistency between SUT and other national accounts data.

• Data Sources

  • Improve statistical questionnaires for trade and inventory data.
  • Collect more detailed information on trade margins.
  • Develop specific questionnaires for corporations providing financial services.

• Regional GDP

  • Implement control mechanism for regional GVA consistency.
  • Review progress in regional GDP compilation.

• Sectorization of Institutional Units

  • Improve classification of institutional units into economic sectors.
  • Ensure consistency between national accounts data and Government Finance Statistics (GFS).
