The Organisation for Economic Co-operation and Development's (OECD) Development Assistance Committee (DAC) periodically evaluates the development co-operation efforts of its member states. This evaluation occurs approximately every five years, with six member states reviewed annually. The DAC peer reviews aim to enhance the quality and effectiveness of development co-operation policies and systems, promoting good development partnerships for poverty reduction and sustainable development.
Each review focuses on assessing a member state's performance, examining both policies and their implementation comprehensively. The process involves preparing a team comprising representatives of the Secretariat and officials from two DAC member states acting as "examiners." The country under review provides a memorandum detailing recent developments in its policies and programs.
Field visits are conducted to assess the implementation of DAC policies, principles, and concerns in recipient countries, particularly focusing on poverty reduction, sustainability, gender equality, and other aspects of participatory development. After the field visit, the Secretariat compiles a draft report on the member's development co-operation, which forms the basis for the DAC review meeting at the OECD. Here, senior officials from the reviewed member state respond to questions posed by the Committee in collaboration with the examiners.
The review, prepared by examiners from New Zealand and the United States for Korea on December 6, 2017, examines Korea's global efforts for sustainable development, its policy vision, and framework. It specifically looks at how Korea shares its development experiences with others, addresses challenges in coordinating grants and loans across government, and expands its aid program to new priorities, including assistance to fragile and crisis-affected countries.
The OECD's Development Co-operation Peer Review of Korea 2018 provides a comprehensive assessment of the country's development co-operation efforts, focusing on its global contributions to sustainable development, policy coherence, global engagement, strategic framework, and decision-making processes. The review highlights Korea's role in sharing its development experiences, addressing coordination challenges, and expanding its aid programs to support new priorities.
