The ACEA Position Paper evaluates the European Union's End-of-Life Vehicles (ELV) Directive. The Directive has been successful in improving the recycling and disposal of motor vehicles, contributing to achieving circular economy goals. Any proposed amendments or changes should aim to support and strengthen the existing system, and not create new legal obligations or disrupt the smooth functioning of the current scheme. The review should also be used to ensure that overlapping regulations are brought within the scope of the ELV framework. The European ELV recycling process is one of the most advanced and effective systems for the recycling of complex consumer products around the world, delivering significant achievements such as cost-free take-back of vehicles for customers, reuse and recycling rates of at least 85%, no more abandoned end-of-life vehicles in Europe, a high number of authorized treatment facilities with certified environmental requirements in Europe, and the use of hazardous substances has been either stopped or minimized to the technical limit.
