跨界腕動推動腕合國可持發展自 United Nations Global Compact HongKong RegionalReport聊合國全球契约组織香港地區報告2024-2025 Chinese Version 中文版 HongKongAssociationforUNEsCoHongKongInstituteofEducationforSustainableDevelopment香港聨合國教科文组織协会香港可持缆發展教育學院March20262026年3月 THEREPORTISANON-GOVERNMENTALORGANISATIONREPORT報告為非政府機報告 會長的 2024-25年,封全球合作、國家规割和香港本地行動都具有里程碑的意羲。2025年不懂是聊合國和聊合國教科文组織成立80调年,也是香港可持绩發展教育(ESD)工作蓮向25遇年的里程碑。同时,在環境、社會、經各層面可持绩發展的挑戟下,聨合國於80遇年提出「聨合國2.0」顔景,以「革五重奏」一一数、数字化、創新、前瞻性行為科學重塑聨合國系统,推動更具前瞻性、適應力舆影馨力的全球治理模式。 這段時期亦是國家由「十四五」规割向「十五五」规割推進的键转折时期,缘色金融、碳中和、創新及可持缆發展教育等護题,已徒前瞻景成為推勤社曾深革的核心勒力。香港作為國家舆國际交的重要極纽,正極等割首份五年规割,各领域亦加快落實碳中和目標的具體路径舆行動。面對這場深刻的结性转型,我們比以往任何时候都更清晰地韶識到,唯有将可持發展融入經濟、教育舆社會的每一個環節,才能真正横建具勒性、包容且面向未來的發展模式。 在追份雙年度告中,香港聊合國教科文组織協會舆香港可持绩發展教育學院,延绩以「可持绩發展规割」落實企業環境、社會及治理的推動,亚回國際、國家舆匾域發展的新格局,進一步拓展在政策對接、人才培育、企業韶證及教育創新等领域的實践。我們深信,规割到行動、承诺到量化的阴環,是推動可持绩發展理念走向成效的關键。 在可持發展政策舆企業實践方面,我們紧扣國家「十四五」规割的緣色转型方向,亚前瞻衡接「十五五』规割的戟略重點,極推進缘色金融、氣候行動、創新科技舆可持發展规割的深度融合。2017年,聨合國勤,以「可持發展规割(SDP)」成功册逆顺利推進。遗去雨年,我持绩深化「可持绩發展规割」方法的廳用,透过「韶證可持绩發展规割師」(CSDP)及「韶證可持绩發展企巢」(CSDC),為金融、地產、物流、航空等行業培飬具備系统思維量化管理能力的専業人才。同時,我們成立了1ESG及碳中和中心,亚推出「ESDCarbon」電子碳簿平台,協助各界機以數字化方式進行碳排监测、数據核算舆减排路径规割,以可测量、可證、可持绩優化的方式系统性實践可持绩發展规割和管理。 在教育领域,我們以聨合國教科文组織《可持绩發展教育2030路線圖》為指引,在「韶知小、「社會情感小、「行為」的學智目標下协助學校教學方法、教學環境、創新项目等層面建立「未来教育創新教學實践計割」。因應全球氣候行動舆数字化转型的雙重趣势,持推進「碳中和學校小、「創聨零碳校圜小、「可持绩發展教育學程计割小、「生物多性航天育種計计小、「模凝聨合國教科文组織大會」等,亚培養學生系统思維、台」,提供可持發展教育、世界遗產等培训,支援教育工作者在新技術環境下引遵厚生多元视角廳對真實世界的挑。 展望未,香港即将迎來首個五年规割,國家亦将「十五五」规割時期,全球各地在碳中和舆缘色金融领域的競争舆合作将更超紧密。我們将继绩發挥香港作國際金融、航運等中心的獨特優势,深化舆國際及地匾彩伴的協作,推動可持發展目標的實践。 我們以此報告,向所有参及支持可持绩發展事業的合作彩伴、企業、享校及専業人士致以裹心感谢。我們继鐵手,在局中坠定前行,以行動回愿時代,融入及服务國家發展大局,為下一代开創更加可持、共融且充满希望的未來。 张沁教授 香港聨合國教科文组織協會會長香港可持绩發展教育學院院長全球可持绩發展规割師學會會長 MESSAGEFROMTHEPRESIDENT The years 2024-25 are a significant milestone for global cooperation, national planning, and local action in Hong Kong. Theyear 2025 marks the 8oth anniversary of the United Nations and UNEsco, while the journey of Education for SustainableKong Association for UNESCO (UHKA),also approaches the 25th anniversary. Amidst challenges to sustainable developmentacross environmental, social, and economic dimensions, the UN has proposed the "UN 2.o" vision at its 8oth anniversary.This vision utilises the"Quintet of Change"-data, digitalisation, innovation, foresight, and behavioural science-to reshapethe UN system and promote a moreforward-looking, adaptable,and influential model of global governance. This period is also a period of China's transition from the 14th to the 15th Five-Year Plan. Green finance, carbon neutrality,innovation,andeducation forsustainabledevelopment have evolved from forward-lookingvisions into core drivers ofprofound societal transformation. As a vital hub connecting China with the world, Hong Kong is actively formulating its veryfirst five-year plan, and various sectors are accelerating the implementation of concrete pathways and actions to achievecarbon neutrality goals. Facing this deep structural transformation, we recognise more clearly than ever that only byembedding sustainability into everyfacet ofoureconomy,education,and society can wetruly build a resilient, inclusive,andfuture-orientated development model. In this biannual report, the UHKA and the HiESD continued our commitment to implement corporate Environmental, Social,and Governance (EsG) initiatives through “Sustainable Development Planning".Responding to the new landscape ofinternational,national,and regional development,we havefurther expanded our practices in areas such as policy alignment,talent cultivation, corporate certification,and educational innovation. We firmly believe that the closed loop from planning tooutcomes. national 14th Five-Year Plan and proactively connect with the strategic priorities of the upcoming 15th Five-Year Plan. Weplanning. In 2017, the United Nations Department of Economic and Social Affairs launched the"Partnerships for SDGs"initiative.Hong Kong activelyparticipates inthis globaleffort,having successfullyregistered andadvanced its work underapplication of the"Sustainable Development Planning"methodology.Through the "Certified Sustainable DevelopmentPlanner (CSDP)"and"Certified Sustainable Development Enterprise (CSDC)"programmes,we have cultivated professionalsequipped with systematic thinking and quantitative management skills for industries such as finance,real estate,logistics,and aviation. Concurrently, we established the"ESG and Carbon Neutrality Centre" and launched the "ESDCarbon"electronic carbon account book platform. This assists various organisations in monitoring carbon emissions, conductingdata analysis, and planning emission reduction pathways digitally, enabling the systematic practice of sustainabledevelopment planning and management in a measurable,verifiable,and continuously optimisable manner. In theeducation sector,guided byUNESco's"ESD:ARoadmap2o3o",we supportschools inestablishing"Future EducationInnovation Teaching Practice Programmes"across teaching methods, learning environments,and innovative
