Ukrainian firms have faced significant challenges due to the armed conflict, with 61.7% suspending operations and 82.2% reporting intensified skilled labor shortages. The UNIDO Enterprise Survey 2023 highlights key issues: 80% of firms experience cash flow shortages, 70% face input shortages, and 43.2% report worker conscription losses. Average losses per firm reach USD 866,300. While 60.5% of firms reported stable or increased profits in 2023 despite rising costs, 35.4% anticipate ceasing operations within six months, underscoring the need for support.
The survey identifies critical policy gaps between current support and firm needs. While financial measures like grants and tax exemptions align with immediate needs, gaps persist in production upgrades, market expansion, and administrative reforms. Manufacturing firms show larger gaps than SMEs in most areas, except for loan deferment.
Key policy recommendations include:
- Safeguarding economic lifelines through grants, tax relief, and credit deferrals.
- Restoring and upgrading production capabilities with targeted assistance.
- Fostering market expansion by facilitating EU integration, addressing barriers like lack of clients and financial resources.
- Reducing transaction costs through regulatory reforms and streamlined administrative processes.
To bridge gaps, governments must enhance coordination, allocate fiscal resources efficiently, and involve local governments and public-private partnerships. These efforts should prioritize EU economic alignment to strengthen financial and technological capabilities for sustainable recovery.
