At the same time, VinylPlus hastaken several steps to support new technologiesthat allow the separation and treatment of PVCwaste containing legacy additives. 2023 was a very demanding year forVinylPlus, as the PVC industry continued toface unprecedented regulatory and macro-economic challenges. However, even in a yearcharacterised by extreme uncertainty, ourcommitment did not waver – as it never has.Our industry can tackle demanding challengesthanks to hard work and close cooperationamong our founding members and partnercompanies, as well as among PVC sectoraland national associations.“ I would also like to underline the continuousprogress of the VinylPlus® Product Label, one of ourflagship initiatives, which obtained the European-level accreditation by Accredia in September2023. Moreover, the VinylPlus® Product Label wasrecognized among the most valued certificationschemes included in the multi-material labeldeveloped by the Belgian Construction CertificationAssociation to certify the quality and sustainability ofwindows and doors manufactured in Belgium. Dr Karl-Martin SchellererChairman of VinylPlus Thanks to this cooperation, we were able to providea huge amount of validated information within veryshort deadlines in response to ECHA’s three calls forevidence to contribute to theInvestigation report onPVC and PVC additives. We contributed an impressivenumber of studies and a large amount of data andresearch, all based on solid technical and scientificfoundations. Although the final Report recognizes thatwe are adequately managing the risks associated withour production, we will continue to respond to issueshighlighted by ECHA, though in our opinion thesemight not always be justified. a successful industrial transition to sustainability anda circular economy and that a clear and supportiveregulatory framework is essential to any successfulbusiness. This is especially the case with recycling. Throughout 2023, VinylPlus continued to engage withstakeholders, developing successful partnerships, jointprojects and initiatives. Examples such as VinylPlus®Med and Garden to Connect were presented along withother PVC industry initiatives in the Plastics Pavilion atthe World Congress of Architects 2023 in Copenhagen. VinylPlus has always been setting a course towards acircular economy for PVC, which is a versatile, highlyrecyclable, and inherently low-carbon material, andwhich is an enabler of the green transition. However,as you will read in this report, VinylPlus’ tremendousannual growth rate in recycling over the last twodecades is stagnating. Persistent high inflation hasnegatively impacted the construction sector, puttingour network of recyclers in difficulty and reducingdemand for recyclates as well as for primary PVC inthe EU. In addition, the recycling system continuesto be under scrutiny from regulators. Finally, on behalf of the entire VinylPlus family, I wouldlike to express our most sincere and heartfelt thanksto Brigitte Dero, who stepped down from the positionof Managing Director at the end of 2023, havingguided VinylPlus for 10 years. We all appreciated herenthusiasm, energy, determination and strength inthinking ahead with a clear vision of the future of ourindustry. We wish Brigitte all the best for her future! At the global level, UNEP intergovernmentalnegotiations are currently ongoing to develop aninternational legally binding instrument on plasticpollution, which is likely to have an impact on theglobal plastic production system. Together with theother regional PVC and plastics associations, weintend to proactively contribute to the discussionson how to eliminate plastics pollution at a global levelthrough science-based policies also harnessing thepower of voluntary commitments like VinylPlus. We warmly welcome Charlotte Röber, who succeededBrigitte in the position. Charlotte knows the PVCindustry very well from her successful work asManaging Director of EPPA, the European tradeassociation representing the manufacturers of PVCwindow systems. We wish Charlotte every successin her new, broader role for the European PVCvalue chain! We will continue to work with the competentinstitutions and authorities to achieve a fair regulatoryframework that can support the industry in a
