ABSTRACT:WeanalysetheconsequencesofcarbonpriceheterogeneityonhouseholdsinTheEUfrom2010to2020.Accountingforbothheterogeneityincarbonpricingacrossemissionsourcesandtheindirecteffectsfrominter-industrylinkages,weobtaintwokeyfindings.First,duetowidespreadcarbonpricingexemptions,householdburdensarelowerthanpreviouslyestimated.Second,lower-incomegroupsareaffecteddisproportionately,becausetheyspendasmallershareoftheirexpenditureonproductsthatbenefitfromexemptionsthantheirhigher-incomecounterparts.Therefore,imposinguniformcarbonpricesbothwithinandacrosscountrieswouldreducecarbonpricingregressivityonhouseholdexpenditureintheEU.Aglobalpricewouldbemosteffectiveinthisregard,asitwouldraisecarbonpricesembodiedinEUimports.Further,becauseEUeconomiesareopenandapplyhigheraveragecarbonpricesthantheirtradepartners,thedomesticrevenuesexceedthecostsembodiedinEUhouseholdconsumptionsbundles.Thisincreasesthescopeforreducingtheburdenofcarbonpricingonlower-incomehouseholdsthroughrevenueredistribution. OurresultsimplythattheongoingextensionofcarbonpricingtomoresectorsthroughtheEUETSIIandtheintroductionoftheEU’sCBAMshouldmakecarbonpricinglessregressive,allelseequal.
