This working paper examines the fuel consumption of new passenger cars sold in India in FY 2019-20 and evaluates manufacturers' compliance with fuel consumption standards established by the Ministry of Power since FY 2017-18. The authors evaluate new passenger vehicle performance and identify basic vehicle specifications by fuel type and manufacturer group. They also consider the potential impact of flexibility mechanisms on manufacturers' compliance with the standards and compare results with the summary compliance report published by the Ministry of Road Transport and Highways. The analysis is based on FY 2019-20 sales data and vehicle characteristic information from Segment Y Automotive Intelligence Pvt. Ltd. The paper provides insights into the manufacturers' readiness to meet more stringent requirements that will take effect in FY 2022-23.
