SUMMARY RareearthelementsareofstrategicallyimportantfortheEUtosustainandaccelerateitsgreenanddigitaltransition,particularlyduetotheiruseinpermanentmagnets. Rareearthspermanentmagnetsarecriticalcomponentsoflowcarbontechnologiessuchaswindturbinesandelectricvehicles,butalsohomeappliancesandconsumerelectronics.Yetfacedwithanexpectedsurgeindemand,limiteddomesticmanufacturingcapacity,highimportdependencyandrisinggeopoliticaltensions,theEU’sabilitytomeetthefuturedemandforrareearthsmagnetsisatrisk. Recyclingcanhelpsecuresomeofthisdemand.However,permanentmagnetsrecyclingisnotyetdevelopedatscaleintheEUbecauseofacombinationofregulatory,financial,supplychainandtechnologicalconstraints. BuildinguponthelessonslearntduringtheEU-fundedINSPIRESproject,aswellasinterviewswithexpertsinthepermanentmagnetsvaluechainandownquantitativeassessments,thisresearchreportexaminesthemajorbarriershinderingtheestablishmentofviablemagnetsrecyclingchainintheEU,whilstestimatingtheextenttowhichrecyclingcouldcompensatetheupcomingincreaseinrareearthsmagnetsdemandintheforeseeablefuture. Tackingstockoftheanalysis,thereportsuggeststhatintroductionofproductlabellingrequirements,thedevelopmentofrecyclingquotas,theprovisionoffinancialsupporttorecyclingoperationsandtheestablishmentofeco-designrequirements.ThesearethecriticalactionsthatneedtobeimplementedtoensurethedevelopmentofmagnetsrecyclingintheEU.
