February2024DigitalTrust:SupportingIndividualAgency Foreword DanielDobrygowskiHead,GovernanceandTrust,CentrefortheFourthIndustrialRevolution,WorldEconomicForum KathrynWhiteExecutiveFellow,CentrefortheFourthIndustrial Revolution,WorldEconomicForum;GlobalPrincipalDirector,ResponsibleEmergingTechnologyandInnovation,Accenture,USA Atthe2024WorldEconomicForumAnnualMeetinginDavos,stakeholdersconvenedunderthemeeting’sthemeofRebuildingTrust.Atthatmeeting,participantscontinuedtoendorsetheForum’sguidancethattrustintechnology–especiallynewandemergingtechnologieslikeartificialintelligence(AI)–mustbeearnedthroughresponsibledecision-makingwhileemphasizingthatindividualsandsocietyhaveagencyoverthefutureoftechnology.1 AttheForum,theCentrefortheFourthIndustrialRevolutionhelpsstakeholdersharnessthefullpotentialoftechnologicalprogressfortheequitableandhuman-centredtransformationofindustries,economiesandsocieties.WiththematicareasrangingfromAItoimmersivetechnologiesandquantumtechnologiestospace,improvinggovernanceisatoppriority.Toimprovegovernanceacrosstechnologicaldomains,theForumlaunchedtheDigitalTrustinitiativein2021toestablish aglobalconsensusamongkeystakeholdersregardingwhatdigitaltrustmeansandwhatmeasurablestepscanbetakentoimprovethetrustworthinessofdigitaltechnologies. Specifically,theForum’sDigitalTrustInitiative,throughamultistakeholderapproach,hasdefinedDigitalTrustas“individuals’expectationthatdigitaltechnologiesandservices–andtheorganizations providingthem–willprotectallstakeholders’interestsandupholdsocietalexpectationsandvalues.”2Thisdefinitionhasinformedthepublicationofadecision-makingframework,high-levelimplementationroadmap3andguidanceonpre-implementationsteps4andhowtomeasuredigitaltrust5fororganizations’leaders.Thisdocumentbuildsonthesegroundbreakingpublications,ensuringindividualsareatthecentreoftechnology.Itfurtherguidesbusinessandgovernmentleaders,aswellasindividuals,onhowtobetterrecognizetheroleofpeopleasvitalstakeholdersindigitaltrust.Withindividualsincreasinglyinteracting withnewandrapidlydevelopingtechnologieslikegenerativeAI,ithasneverbeenmorerelevanttosupporthuman-centrictechnology. Thisreportcloselyexaminesthedigitaltrustdimensionsoftransparency,privacyandredressabilityaccordingtotheperspectivesoforganizations,governingbodiesandindividuals–allwiththecentrallensofsupportingindividualagency.Businessandgovernmentleaders areencouragedtoprioritizetheindividual’sperspectivethroughoutthetechnologylifecycleandtakeaby-designapproach,especiallytotransparencyandprivacy.Withallactorsdoingtheirpart,wearehopefulthatthebenefitsofemergingtechnologiescanbefullyrealizedwhilebuildingtrustamongallstakeholders. Digitaltrustisanecessityinaworldwheredigitaltechnologiessupportandmediatevirtuallyalleconomictransactions,socialconnectionsandinstitutions.However,trustintechnology,innovationandscienceiserodingonaglobalscale.TheWorldEconomicForumlauncheditsDigitalTrustInitiativetohelpreversethistrendbyfocusingondecision-makinginsupportoftrustworthytechnologies.Thatworkdefinesdigitaltrustas“theexpectationbyindividualsthatdigitaltechnologiesandservices–andtheorganizationsprovidingthem–willprotectallstakeholders’interestsandupholdsocietalexpectationsandvalues.”6 Thispaperdescribeshowsupportforindividualagencyandhumanrightsandrespectforindividualusers’choicesandvaluesarecrucialtorebuildingtrustindigitaltechnologies.Thesuggestedmethodoftrustworthydevelopment–individualagencybydesign–mustbeacorecomponentofanytechnologystrategyorregulatoryapproachthatseekstoearnthetrustofusersandindividuals.
