THEU.S.NATIONALSTRATEGYTOCOUNTERANTISEMITISM MAY2023 May25,2023 Sixyearsago,Neo-NazismarchedfromtheshadowsthroughCharlottesville,Virginia,chanting,“Jewswillnotreplaceus.”Withtorchesinhand,theyspewedthesameantisemiticbileandhatethatwereheardacrossEuropeinthe1930s.WhathappenedinCharlottesville—thehorrorofthatmoment,theviolencethatfollowed,andthethreatitrepresentedforAmericandemocracy—drovemetorunforPresident.TheverysoulofourNationwashanginginthebalance.Itstillistoday. Repeatedepisodesofhate—includingnumerousattacksonJewishAmericans—havesincefollowedCharlottesville,shakingourmoralconscienceasAmericansandchallengingthevaluesforwhichwestandasaNation.ThatiswhyIconvenedthefirst-everUnitedWeStandSummitattheWhiteHouseinSeptember2022:tobringcommunitiesfromacrossthecountrytogethertocombathateinallitsforms—includingthepersistentscourgeofantisemitism—thathaslongplaguedourNation.Wemuststandunited—regardlessofourbackgroundsandbeliefs—toaffirmthatanattackonanyonegroupofusisanattackonusallandthathatecanhavenosafeharborinAmerica. Together,wemustacknowledgeandconfronttherealitythatantisemitismisrising,bothathomeandabroad.Loudvoicesarenormalizingthisvenom,butwemustneverallowittobecomenormal.AntisemitismthreatensnotonlytheJewishcommunity,butallAmericans.Peoplewhopeddletheseantisemiticconspiracytheoriesandfuelracial,ethnic,andreligioushatredagainstJewsalsotargetothercommunities—includingBlackandbrownAmericans;AsianAmericans,NativeHawaiians,andPacificIslanders;LGBTQI+individuals;MuslimAmericans;womenandgirls;andsomanyothers.Ourintelligenceagencieshavedeterminedthatdomesticterrorismrootedinwhitesupremacy—includingantisemitism—isthegreatestterroristthreattoourHomelandtoday. Byseekingtoturnthemassesagainstthefew,byscapegoatinganddehumanizingothers—andmostofall—bystokingviolence,theperpetratorsofhateaimtoupendourmostcherishedvaluesandundermineoureffortstobuildacultureofrespect,peace,andcooperation.ProtectingtheJewishcommunityfromantisemitismisessentialtoourbroaderfightagainstallformsofhate,bigotry,andbias—andtoourbroadervisionofathriving,inclusive,anddiversedemocracy. Historyteachesthathateneverfullygoesaway;itonlyhidesuntilitisgivenjustalittleoxygen.Thatiswhywemustconfrontantisemitismearlyandaggressivelywheneverandwhereveritemergesfromthedarkness. Towardthataim,myAdministrationhasdevelopedthefirstU.S.NationalStrategytoCounterAntisemitism.ItrepresentsthemostambitiousandcomprehensiveU.S.government-ledefforttofightantisemitisminAmericanhistory.ItalsobringsAmericanstogether—regardlessofour backgroundsandbeliefs—tostandunitedagainstthehate,racism,bigotry,andviolencethathavelonghauntedourNation.TheStrategyoutlinesawhole-of-societyefforttocombatantisemitism,includingunprecedented,coordinated,andboldactionsthatwillbeimplementedacrossgovernmentagencies,aswellascallstoactionforpublicofficials,privatesectorleaders,andAmericansfromeverysector,industry,andwalkoflife.TheStrategy—whichreflectsinputfromover1,000Jewishcommunitystakeholders,faithandcivilrightsleaders,Stateandlocalofficials,andmore—alsoservesasablueprintfortacklingotherformsofbigotry,hate,andbiasthatfueltoxicdivisionsinAmerica. Fortunately,whattheNeo-NazimarchersinCharlottesvilledidnotaccountforwastheextraordinarydecencyofthevastmajorityofAmericansandthesimpletruththatweareagreatNationbecauseweareagoodpeople.ApeoplethatderivesstrengthfromourdiversityandfromthecommitmentofeachsuccessivegenerationtopushusclosertorealizingthepromiseofAmericaforallAmericans.Itisapromisefoundedonthebeliefthatweareallcreatedequalanddeservetobetreatedequallythroughoutourlives.Whilewehaveneverfullyliveduptothatpromise,wehaveneverwalkedawayfromiteither.Andwewillneverstopfightinguntilweallseeeachotherasweshould—asfellowhumanbeings.
