THE Biofuels Roadmap Vision 2020, developed by the Department of Biotechnology (DBT) Ministry of Science and Technology, Government of India, aims to shift the country towards alternative fuels like bioethanol, biodiesel, etc. to address environmental and energy security concerns. Each country adopts a strategy that exploits the comparative advantage it holds with respect to certain crops. It is crucial to develop a clear strategy and roadmap for the biofuels sector to utilize the available biomass resources to benefit the bioeconomy. The Vision document provides a complete framework for achieving the set goals or targets. The long-term goal should be to achieve cost-effective clean energy development with recently refined technology. The targets include a 20% mix of fossil fuel by 2020, commercially feasible wood-based ethanol produced from agricultural and forestry waste, an economically efficient system for algae production, and a commercial-scale technology for producing biofuels from algae either through harvesting and esterification or direct conversion to bio-oil. The country needs a paradigm shift from reactive to proactive technology to achieve the vision. The strategy to achieve the vision includes promoting technology innovation by creating an enabling environment through centers of excellence and network schemes, supporting and strengthening appropriate infrastructure creation and capacity building, making a strong, long-term commitment to achieve cost-effective clean energy as a resource, providing adequate, timely, and stable funding schemes to deliver cost-effective clean energy technologies, implementing appropriate policy and regulatory mechanisms, and institutionalizing enabling mechanisms to promote cross-departmental collaboration with industry and academia. The implementation plan for the next five years includes launching a strategic research program to achieve the goal of a 20% mix by 2020.
