The Affordable Care Act (ACA) is expected to reduce California's uninsurance rate by at least half, but between 2.7 and 3.4 million Californians will remain uninsured by 2019. Undocumented immigrants, who are not eligible under the ACA, are projected to make up up to half of those remaining uninsured. Others lacking insurance will be eligible for Medi-Cal or subsidized insurance through Covered California but may remain unenrolled due to enrollment difficulties, affordability, concerns about immigration-related consequences, or other barriers. The remaining uninsured will be mostly Latino, with almost one-third residing in Los Angeles County, and about 70% exempt from paying a tax penalty for lacking coverage.
