This study examines the impact of Project Labor Agreements (PLAs) on community college construction projects in California. The first part of the study, a case study of seven projects built by the College of Marin, found that PLAs attracted a similar number of bidders, had slightly lower prices, fewer construction problems, and trained more local workers. The second part, a statistical study of 88 PLA and 175 non-PLA projects, found that PLA projects had slightly more bidders and lower low-bids. The study concludes that PLAs do not reduce the number of bidders or raise costs on California community college projects.
