The European landscape is working towards enhancing digital literacy, skills, and inclusion in public services. The EU has implemented initiatives such as the eGovernment Action Plan 2016-2020, Horizon 2020, and the fourth industrial revolution (Industry 4.0) to modernize digital public services and integrate cyber-physical systems. However, despite investments and efforts, some European governments are still far from reaching their objectives. The presence of digital infrastructures is a crucial factor to consider, with the performance of different European regions varying significantly. The Digital Economy & Society Index (DESI) provides a comprehensive view of the digital landscape in Europe, with Central Europe performing better in terms of connectivity. Overall, Europe is not yet ready to embrace digital fully, but progress is being made.
