The OFT's consultation paper addressed the issue of complaints against IPs in the UK insolvency system. The current multi-regulator structure has been criticized for lacking consistency in approach and decision-making, particularly in disciplinary cases. The OFT recommended establishing an independent complaints handling machinery to increase confidence in the regulatory framework and encourage unsecured creditors to participate more actively in insolvency cases. The Insolvency Service has proposed four possible models for a revised complaints handling machinery.
