The report examines the impact of CRD IV on lending to small and medium-sized enterprises (SMEs) in Europe. The authors endorse the European Employers' Association for Small and Medium Enterprises (UEAPME) reaction to CRD IV and make ten recommendations for European policymakers to address the shortcomings of current proposals. The report emphasizes the importance of CRD IV as one of the most important pieces of regulation ever to come out of the EU institutions and its implementation could determine the shape of the recovery from one of the most challenging times in the Union's existence. The authors believe that accountants bring value to economies in all stages of development and aim to develop capacity in the profession and encourage the adoption of consistent global standards.
