CGD Policy Paper 230 by Vijaya Ramachandran examines the structural changes that accompany economic growth to high-income status in Europe, the United States, and Asia, and how they differ from the experience of Africa. The paper argues that Africa's lack of agricultural productivity and low food prices have hindered its ability to undergo structural transformation and achieve high-income status. To overcome these challenges, the paper suggests that African countries must invest in fertilizer manufacturing, improve water control, transportation, and cold storage. These measures are necessary for the process of structural transformation to occur and for Africa to achieve high-income status.
