LossbeforetaxoftheGroupforthePeriodamountedtoRMB4,632,000,representinganincreaseof76.93%ascomparedwithlossbeforetaxofRMB2,618,000forthe2022CorrespondingPeriod.Thelosswasmainlyattributableto,amongotherthings,thecombinedeffectofthefollowing:(i)decreaseinthereversalofimpairmentlossesunderexpectedcreditlossmodel,(ii)increaseinotheroperatingexpensesand(iii)increaseinfinancecost.LosspersharewasapproximatelyRMB0.0026(2022CorrespondingPeriod:losspershareofRMB0.0013). BUSINESSREVIEW ConstructionofInfrastructureandDevelopmentofProperties (i)InfrastructureConstructionBusiness TheinfrastructureconstructionbusinessisoneoftheprincipalbusinessesoftheGroup.ZhongfangChaozhou,awholly-ownedsubsidiaryoftheCompany,principallyengagesininfrastructureconstructioninthePRC.Conventionally,theGroup,beingacontractor,willberesponsiblefor(i)raisingandfinancingthedevelopmentcostoftheconstructionprojects;(ii)launchingconstruction;and(iii)supervisingtheconstructionproceduresandqualitycontrol.Uponcompletionoftheconstructionproject,theinfrastructurewillberepurchasedbythegovernmentdepartmentsuchthatrevenuecanberecognisedinthisregard. ThesettlementofthemainportionofZhongfangChaozhouJingNanIndustrialParkProject(the“Project”)hasnotbeencompletedduringthePeriodduetothepartieshavenotreachedanagreementonthereviewdata.DuringthePeriod,theGroupdidnotrecordanyrevenuefromtheinfrastructureconstructionbusiness. 财务回顾 于本期，本集团实现收益约为人民币744,000元（2022年同期：人民币729,000元），较2022年同期收益有小幅上升。收益小幅上升主要是由于本期物业租赁收益上涨所致。 本集团于本期之除税前亏损为人民币4,632,000元，较2022年同期的除税前亏损人民币2,618,000元增加76.93%。亏损主要由于（其中包括）下列(i)预期信贷亏损模式下减值亏损拨回减少；(ii)其他经营开支增加；及(iii)融资成本增加之综合影响。每股亏损约为人民币0.0026元（2022年同期：每股亏损人民币0.0013元）。 业务回顾 基础设施建设及物业发展 (i)基础设施建设业务 基础设施建设业务是本集团的主要业务之一。本公司的全资附属公司中房潮州主要于中国从事基础设施建设。按照惯例，本集团作为承包商，将负责(i)筹集及资助建设项目的开发成本；(ii)启动建设；及(iii)监督建设程序及质量控制。建设项目完成后，基础设施将由政府部门购回，以便可在该方面确认收益。 中房潮州径南工业园项目（“该项目”）主体工程的结算工作由于各方尚未就评审数据达成一致意见于本期内未完成。于本期内，本集团未录得基础设施建设业务收益。 4ShenyangPublicUtilityHoldingsCompanyLimited/InterimReport2023 ManagementDiscussionandAnalysis 管理层讨论与分析 SincetherewasachangeofthemanagementinChaozhouJinshaninFebruary2021,thenewmanagementofChaozhouJinshanneededtotakeadditionaltimetotakeoverthesettlementproceedingoftheProject.Intermsoftheprojectvolumesandamounts,therearesomediscrepanciesofopinionbetweenthethird-partyreviewagencyandZhongfangChaozhou.Assuch,
