ABSTRACT:Manycountriesfacethechallengeofraisingadditionaltaxrevenueswithouthurtingeconomicgrowth.Comprehensive,cross-countryinformationontherevenueimpactoftaxpolicychangescanthussupportinformeddecision-makingonviablereforms.Weassessthelikelyrevenueimpactofvarioustaxpolicychangesbasedonasampleof21advancedandemergingmarketeconomies,usinggranularinformationfromtheIMFTaxPolicyReformDatabasev.4.0.Ourfindingssuggestthattherevenueyieldofataxpolicychangevariessignificantlydependingonthetaxinstrumentadopted(e.g.,VATorpersonalincometax)andthenatureofthechange(i.e.,rate,base).Forexample,inoursample,base-broadeningchangestopersonalandcorporateincometaxesaswellastoexciseandpropertytaxeshavegenerallyamoresignificantandlong-lastingrevenueyieldsthanratechanges.Bycontrast,ratechangesappeartohavearelativelymoresignificantrevenueimpactinthecaseofVATandsocialsecuritycontributions.Wealsoobserveanasymmetryintherevenueimpactofmosttaxpolicymeasureswhencontrollingforthedirectionoftaxchanges(i.e.,itssignificancevariesdependingonwhethertaxesareincreasedordecreased).Whileourresultsarebasedonqualitativeinformationoftaxpolicychanges(i.e.,dummyvariables),therevenueyieldsofratemeasuresarenotmateriallydifferentfromthosethatwouldbeobtainedusingquantitativeinformationonthesizeofthechange.
