ABSTRACT:UsingauniquerepresentativepanelsurveyofVietnameseenterprisesin2020,wefindthatthepandemicandassociatedgovernmentsupportpackagehadaheterogenousimpactacrossfirms.Thegovernmentsupportpackage,particularlytaxcutsanddeferrals,helpedalleviateshorttermstress,buttightineligibilitycriteriaandcumbersomeproceduresimpactedtake-up.Econometricanalysissuggeststhatthelikelihoodofaccessingsupportwasassociatedwithfirmsize,withlargerfirmsmorelikelytoreceivesupportcomparedtosmallerfirms,evenaftercontrollingforsector,firmownershipandfinancialhealth.Creditsupportwaseffectiveinalleviatingliquidityconstraintsandallayingfirmpessimismonlyforlargefirms.Interestingly,firmsexperiencingsaleslossesandthosewithlowerpre-crisisproductivityweremorelikelytoresorttodigitalization,suggestingthatthepandemiccouldhelpnarrowproductivitygaps.
