UNESCO Chair on Artificial Intelligence in Education(UNESCO AIED) Reshaping the Future of Educational Science based onIntelligent Social Experiment UNESCO has approved the establishment of UNESCO AIEDat Beijing Normal University (BNU) in November 2022.The Chair will investigate the use of artificial intelligencein education as a driver and component of solutions andstrategies to support the attainment of the SustainableDevelopment Goals (SDGs). It will facilitate collaborationbetween high-level, internationally-recognized researchersand teaching staff of BNU and other institutions in China,as well as elsewhere in Asia, Africa, Latin America, andother regions of the world. Led by the UNESCO AIED at Beijing Normal University,the project has been officially announced and selected asone of the first set of endorsed projects under the UnitedNations’International Decade of Sciences for SustainableDevelopment (2024-2033). In close collaboration withglobal partners, the project will bring together researchers,education practitioners, international organizations,schools, and private-sector actors to advance a sharedagenda for educational transformation in the age of AI. Graphic design and layout: Jingyi Wang Executive Summary Artificial intelligence (AI) is accelerating thetransformation of higher education worldwide.With nearly 269 million students enrolled in highereducation globally, universities are exploringthe potential of AI to strengthen institutionalgovernance, enrich teaching and learning, advancescientific research, and deepen their engagementwith society. Yet the benefits of this transformationare not being shared equally. While many world-classuniversities have rapidly expanded AI infrastructure,computing capacity, institutional strategies,and innovation ecosystems, many universities,particularly in resource-constrained contexts,continue to face significant barriers related tofunding, digital infrastructure, human capacity, dataaccess, and technological sovereignty. As a result,AI may deepen existing inequalities and give riseto new forms of digital, knowledge, and innovationdivides across global higher education. systematic experience in institution-wide AI-Driventransformation. Their strategic choices, governancearrangements, and practical innovations providevaluable insights for universities working in differenteconomic, social, cultural, and technologicalcontexts. This report therefore seeks to identifyemerging patterns of AI-Driven transformation inhigher education and to explore howhow selectedinstitutional experiences may inform broader effortsto build more inclusive, ethical, and future-orientedhigher education systems. The study adopts an embedded mixed-methodsdesign and examines 100 representative universitiesworldwide. The sample was constructed to combineworld-class universities with universities fromunder-represented regions, thereby balancinginstitutional excellence with geographical diversity.The quantitative strand draws upon five majorglobal university ranking systems, including QS,Times Higher Education (THE), U.S. News, ARWU, andCWUR, and applies the Modified Risk Parity Modelfor Integrated University Ranking (MRPM-IUR) as astructured weighting and selection mechanism toidentify 73 universities that perform consistentlyacross multiple ranking systems. To address thelimitations of ranking-based approaches andstrengthen regional representation, a qualitativestrand was developed using the Top-DRUMframework, which considers institutional prestigeand visibility, institutional diversity, regionalrepresentativeness, unusual university size, andinterregional mobility. Through this process, anadditional 27 universities were selected fromdunder-represented and resource-constrainedregions, including Africa, Latin America, andSoutheast Asia.
