Industry Development Outlook Foreword Empowering a New Era ofQuantumSecurity Industry In 2026, the global quantum security industry is transitioningfrom a phase of technological capability building toward a stageo f s y s t e m a t i c f o r m a t i o n . A f t e r y e a r s o f a c c u m u l a t i o n i nstandardization efforts, technical validation, and pilot deployments,quantum security is progressively being integrated into the digitalinfrastructure upgrade frameworks of various countries. Its role isshifting from a forward-looking technology reserve to a practicalsecurity capability. The core logic of industry development isundergoing a fundamental transformation—from being driven byisolated technological breakthroughs to being propelled by ac o m b i n a t i o n o f i n s t i t u t i o n a l a r r a n g e m e n t s , e n g i n e e r i n gimplementation, and industrial collaboration. From a global landscape perspective, major economies haveall elevated quantum security to a key component of nationalstrategy and cybersecurity systems. The United States, followingthe finalization of its Post-Quantum Cryptography (PQC) standards,is accelerating the migration of federal systems and supportingindustrial implementation. Europe, under a unified strategicf r a m e w o r k , i s s t r e n g t h e n i n g i t s s t a n d a r d s s y s t e m w h i l ec o n c u r r e n t l y a d v a n c i n g t h e d e p l o y m e n t o f q u a n t u mcommunication infrastructure. China, guided by national planning,emphasizes the integrated development of quantum security withnext-generation information infrastructure. Other countries—including Canada, Japan, South Korea, and India—are alsopursuing deployments centered on critical infrastructure securityand advanced communication frameworks. In summary, althoughnational pathways differ, all exhibit a converging trend of policyg u i d a n c e , s t a n d a r d s i m p l e m e n t a t i o n , a n d e n g i n e e r i n gadvancement. The global quantum security industry has entered aphase of institutionalized and systematic progression. Foreword Looking ahead, as quantum computing capabilities continue toadvance and the risks to traditional public-key cryptosystems areprogressively incorporated into long-term assessment frameworks,quantum security will evolve from phased deployment towardlarge-scale systematic implementation. The migration pace ofPost-Quantum Cryptography and the networking capacity buildingof Quantum Key Distribution will form a layered and coordinatedarchitecture, with hybrid security frameworks emerging as apragmatic pathway. Industry growth will be closely tied to the paceof national institutional advancements, infrastructure upgradecycles, and sector-specific migration demands. It is expected toenter an accelerated growth phase around 2030, and over a longerhorizon, will reshape the architecture of global digital security. This report adopts a global perspective, providing a systematicreview and comprehensive analysis of the policy environment,technological evolution, industrial structure, and market size trends.It aims to present the overall state of the quantum security industryduring this critical transitional phase, analyze the developmentlogic and structural characteristics of different regions, and offer areference for understanding the future trajectory of the globaldigital security landscape..
