Indeed, in many parts of the world, there is still a lack ofopportunity for disabled people to play and enjoy football, andthis is why FIFA is constantly working to ensure that all disabledpeople have the opportunity to play football, no matter wherethey come from or where they live.““ Gianni InfantinoFIFA President According to theWorld Health Organization, 1.3 billionpeople, or 16% of the world’s population, experiencesome form of disability – and this number is expectedto increase.In line with article 30 paragraph 5 oftheUN Convention on the Rights of Persons withDisabilities, all disabled people have a right toparticipate in recreation, leisure and sport on an equalbasis with others, whether this is in mainstream ordisability specific sporting activities. Why wasthis toolkitdeveloped? One of FIFA’s key missions as world football’s governingbody is to promote inclusion for all in the game,including disabled people and people with limitedmobility. Further, in Goal 6 of the Strategic Objectivesfor the Global Game: 2023-2027, which focuses onsocial responsibilities, FIFA commits to promoting thegrowth of Disability Football worldwide. FIFA’s Human Rights Policyand article 4 of theFIFAStatutesalso prohibit discrimination of any kindagainst a private person or group of people, includingon account of their disabilities. The power of football in global society is evident everyday. It is a game that brings people together, inspireswhole generations and promotes team spirit. FIFA isdedicated to harnessing this power in order to makea positive social impact. Around the world, there arevarious disciplines and formats offering opportunitiesto disabled people to play football. In countrieswhere Disability Football is more established, theseopportunities have mostly been made available bycivil society organisations that aim to include disabledpeople in football. FIFA has developed this Disability Football Toolkitto support and enhance opportunities for disabledpeople. The toolkit has been designed to support theglobal advancement and sustainability of DisabilityFootball opportunities and structures and the inclusiveand active participation of disabled people in allaspects of the beautiful game. FIFA recognises that many member associations (MAs)and relevant stakeholders already have good policies,procedures, initiatives and training in place. It thereforebuilds on this great work. FIFA has developed the content of this toolkit with theinvaluable support of the FIFA Para Football WorkingGroup. Special thanks go to the confederations andthe various MAs and international Disability Footballfederations who have contributed their expertise,case studies, advice and input. How wasthe toolkitdeveloped? The main objectives of this toolkit are: Objectivesof the toolkit •to provide readers with an understandingof the basic principles of Disability Footballand the various disciplines which can beimplemented by MAs and other relevantstakeholders; •to support increased participation in DisabilityFootball globally – whether programmes andcompetitions are led by confederations, MAs,Disability Football international federations orother key stakeholders; and •to share knowledge, celebrate best practicein Disability Football initiatives and acceleratecollective action.
