4. Standard Revision Kick-off Meeting:

   • The revision team was established and the first meeting was held on June 26, 2012, in Beijing.
   • Participants included representatives from the Ministry of Housing and Urban-Rural Development, the Chinese Academy of Building Science, and other relevant experts.
   • The revision outline and key research topics were finalized.

5. US Study Tour:

   • A delegation visited the US to study building energy standards from July 29 to August 9, 2012.
   • They visited various research institutions and laboratories, including the National Renewable Energy Laboratory, Florida Solar Energy Center, and Lawrence Berkeley National Laboratory.
   • They discussed topics such as energy simulation software, performance evaluation methods, and ASHRAE 90.1 standards.

6. Building Model Database Construction:

   • A database of typical public buildings was constructed, covering different types of buildings like large and small office buildings, hotels, hospitals, schools, and shopping malls.
   • Detailed models were created for each type of building, including functional zoning and HVAC systems.
   • The database provides a comprehensive representation of existing public buildings in China.

7. Cold Source Evaluation Method Improvement:

   • The existing evaluation method for air conditioning systems was reviewed and improved.
   • A new IPLV formula was developed based on the public building model database.
   • Different climate zones and building types were considered to set appropriate energy efficiency limits.

8. Energy Saving Targets Determination:

   • Various energy-saving measures were analyzed to determine the optimal investment-to-savings ratio.
   • A method was developed to ensure that the investment cost and energy savings are balanced.
   • The savings rate and minimum investment growth rate were correlated.
