AsanorganizationrepresentingJapan’ssciencecommunityencompassinghumanities,socialsciences,lifesciences,physicalsciences,andengineering,theScienceCouncilofJapanhas continuedtostudythedesignandrealizationofasustainablesociety.Theannual“InternationalConferenceonScienceandTechnologyforSustainability”hasbeenheldasacrucialpartofoureffortssince2003. Thisyearmarksthe100thcommemorationoftheGreatKantoEarthquake,anditisthemidpointforimplementationofboththeSendaiFrameworkandthe2030AgendaforSustainableDevelopment.Thethemeofthisyear’sconferenceis,“TransformingSocietytoBecomeResilientandSustainablebeyondCatastrophicDisasters.”AccordingtotheWMO(WorldMeteorologicalOrganization),thenumberofweather,climateandwater-relateddisastershasincreasedfive-foldinthepast50yearsandhasbecomemoreseriousthanever.Thisspring,TurkeyandSyriaexperiencedadevastatingearthquake,andthissummermanypartsoftheworldwerehitbydisaster-levelheatwaves. Manydifferentacademicdisciplinesneedtobeinvolvedindisastermanagementresearch,andtheyneedtoworkjointly,beyondtheboundariesofthefieldofexpertise.TheScienceCouncilofJapanhasbeencollaboratingwithanetworkingorganizationof56academicsocietiesinvolvedindisastermanagement,jointlycooperatingwithgovernmentauthoritiesintheeventofmajordisastersinJapananddisseminatingcomprehensivecountermeasures. Inordertoachievesustainabledevelopment,weneedtominimizetheimpactofdisastersandstrengthendisasterresilience,thatis,theabilitytoovercomeandrecoverfromdamage.AsUNDRRstatedintheirreport,resilience,afterall,isakeyconnectorbetweenclimatechange,disasterriskreductionandsustainabledevelopment.
