OECD Competition Assessment Reviews: Portugal Volume II - Self-Regulated Professions
The OECD Competition Assessment Reviews: Portugal Volume II - Self-Regulated Professions is a comprehensive study that evaluates the impact of existing regulatory barriers to competition in the self-regulated professions sector in Portugal. The report is a result of a collaborative project between the Autoridade da Concorrência (AdC) - Portuguese Competition Authority, and the OECD, using the competition assessment methodology developed by the OECD's Competition Committee.
The report focuses on thirteen self-regulated professions including lawyers, notaries, solicitors, architects, engineers, auditors, customs brokers, economists, nutritionists, and pharmacists. These professions collectively employ approximately 144,000 people, representing roughly 3% of the total workforce, and generate nearly EUR 4.1 billion in gross value added, accounting for 2.3% of the GDP in 2016. They also contribute around EUR 13.2 billion in services rendered to businesses.
The analysis in the report identifies and assesses the impact of regulatory barriers on competition within these sectors. Based on the findings, the report outlines 765 recommendations aimed at modifying Portuguese regulations.
In addition to providing recommendations, the project also prioritized capacity building for the AdC and sector regulators, as well as government officials. The goal is to establish a culture of competition impact assessment across various sectors in Portugal, aiming to promote a 'smart regulation' environment where dynamic and efficient markets coexist with societal needs.
The Portuguese Competition Authority (AdC) plans to implement these recommendations and continue its efforts towards enhancing competition impact assessment processes. It will also develop guidelines to support the regular assessment of Portuguese policies and regulations, striving for a more competitive, innovative, and dynamic business environment. The project was financially supported by the COMPETE 2020 program.
