The EDIN 2756030 v 1 1 Territory Delivery Plan outlines a program of service needs and projects derived from local hub Delivery plans. The focus of the Stage 1 is on the strategic background to the investment business case. The hubco seeks clarification as necessary to enable a meaningful response, then confirms in writing within 20 Business Days of receipt of a New Project Request whether or not it will submit a Stage 1 Submission to the Relevant Participant(s). The hubco reviews the New Project Request Pricing Report showing predicted max cost and procures outside terms of TPA. The hubco submits the Stage 1 Submission within 3 months or longer period agreed between the hubco and the Relevant Participant. The Stage 1 Submission includes option appraisal, outline design solution to RIBA Stage C (or such lesser work stage as the Relevant Participant may require), providing a Project Development Fee and costs and program for completing Stage 2. The Stage 1 Approval Process includes Relevant Participants having 2 months from the date of receipt to notify hubco of approval or rejection of Stage 1 Submission. If following the date of the New Project Request, hubco has failed the Track Record Test then the Relevant Participants are entitled to reject the Stage 1 Submission.
