Introduction 1.Highincomeandwealthinequalityisoneofthemajorchallengesofourtime.1Theissueoftaxavoidanceandevasionattheverytopofthewealthdistributionissalientinthepubliceye,especiallywithprominentleakssuchastheSwissLeaksin2015andthePanamaPapersin2016.Inequalityandtaxingwealthhaverecentlyfeaturedprominentlyintheworkofinternationalorganizations,includinginIMFanalysesandflagshippublications.2 2.Taxpolicyisakeyfiscalpolicytooltoaddressinequality.Whereasspendingpoliciescanbeusedtoaddresspovertyandinequalityatthelowerregionsoftheincomedistribution,taxpolicycancovertheentireincomedistributionandreachthetopthroughprogressivetaxationofhighincomesandwealth.Whileinequalitystemmingfrommarketrigiditiesanduncompetitiveorcriminalbehaviorcanbeaddressedbytargetedresponses,suchaslabormarketreform,anti-trustlegislation,andstrongerlawenforcement,taxpolicycanaddressinequalityfromanysource.Itthusalsoallowsaddressinginequalityresultingfromdevelopmentsthathaveimportantbenefits.Forexample,internationaltradeandtechnologicalprogressoftenincreaseinequality—atleasttemporarilyandinsomelocations.Reducinginequalitybypreventingprogressandtradewouldbeaverycostlypolicy.Well-designedtaxpolicyallowsmitigatinganyresultingeffectoninequalityfromsuchotherwisebeneficialdevelopmentswhileminimizingnegativegrowtheffects. 3.Therearemanywaysinwhichtaxescanbeusedtocollectmorefromwealthyindividuals.Oneoptionthatisincreasinglybeingdiscussedistaxingthestockofne
