The Global Entrepreneurship Monitor (GEM) 2003 report, coordinated by Babson College and London Business School, presents the fifth global assessment of national entrepreneurial activity. The report used surveys of the adult population to identify those active in creating new firms, and found a national average prevalence rate of 9 per 100 of those 18-64 years old. The report includes data from 40 GEM countries, with an estimated 300 million nascent entrepreneurs attempting to establish 192 million new firms. The newly created Firm Entrepreneurial Activity (FEA) index reflects those established firms that expect to have an impact on the economy. The report notes that there has been considerable year-to-year stability in the Total Entrepreneurial Activity (TEA) index for individual countries.
