ThispartnershipisfoundedonArup’sindependentandevidence-basedapproach,alongsideC40’slongstandingbeliefin“measurementformanagement”.Thepartnershipsupportsastrongresearchagenda,aggregatingandanalysingcitydatatohelpcityactorsidentifyopportunities,collaborateandtobuildroadmapsthatwillenable themtotakemeaningfulclimateactionfasterandmoreefficiently. MarkWattsExecutiveDirectorC40 GregoryHodkinson ChairmanArup MarkWatts Thisreportissignificantbecauseitbothanalysesthemostimportantspecificactionsthatmajorcitiescantaketocutcarbonemissions,anditidentifiesthebarriersthatneedtoberemovedifmayorsaretoachievethem.ThemembercitiesoftheC40representacombinedpopulationofover600millionpeopleandaquarterofworldeconomicoutput.Whathappensinthesecitieswillsignificantlydictatewhetherornottheworldcantackleclimatechange. Thekeyfindingsarethat,whileC40citieshavealreadytaken10,000climateactionsbetweenCopenhagenCOP15in2009andParisCOP21in2015, thepotentialforfurtherdeliveryismuchgreater–apoolofnearly27,000actions.Thereportanalyseseachofthesepotentialactionsagainstthreefactors,theopportunitylearnfromtheirpeers(iehasanothercityalreadydoneit),havingmayoralpowertodeliverandscaleofpotentialGHGreductionimpact. Thisallowsustoidentifyover2,300priorityactionswhich,iffullyimplemented,willcutGHGemissionsby450MtCO2inthenextfewyearsandwillcost$6.8billiontocatalyse.Thisisarelativelymodestsum,butthisanalysisshowsthataccesstofundingisthesinglebiggestobstacletocitiesdeliveringgreaterclimateaction. Thereportfindsthatfullythree-quartersbarrierstotakingthesepotentialactionsrequirecityleaderstopartnerwithotheractors–chieflynational/regionalgovernments,orprivatecompanies.Itprovidesfurtherevidencethatacollaborativeapproachisessentialtotacklingclimatechange– theessenceofC40’swork. Finally,itwillserveasabuildingblockfromwhichwecanengagemanyotherpartnersinthisendeavour.PublishedagainstthebackdropofthecrucialCOP21talks,itprovidesapositivereminderofthesignificantpotentialforclimateactioninadditiontothatwhichtheParisagreementwill,hopefully,unlock.
