In2023,astheimpactoftheepidemicsubsided,China'ssocio-economicvitalitygraduallyrecovered.Macroeconomicpolicieshaveledtotheoverallrecoveryoftheeconomyandthecontinuousoptimisationofindustrialstructure.China'seconomicandsocialdevelopmenthasenteredahigh-qualitystageofacceleratinggreenandlow-carbondevelopment. Toachievethe"dualcarbon"goal,energyisthemainbattlefieldandelectricityisthemainforce.On2June2023,theNationalEnergyAdministrationreleasedthe"BlueBookfortheDevelopmentofNewPowerSystems",proposingtostrengthentheconstructionoffourmajorsystems:thepowersupplysupportsystem,thedevelopmentandutilizationsystemofnewenergy,thelarge-scalelayoutandapplicationsystemofenergystorage,andtheintelligentoperationsystemofthepowersystem.ThereleaseoftheBlueBookhasunifiedtheunderstandingofthenewpowersystemwithinandoutsidetheindustry,andalsomarksanimportantstageofcomprehensiveinitiationandacceleratedpromotionoftheconstructionofthenewpowersystem.
