Duringthepreviousyear,theGroupexercisedcautionandremainedsteadfastinourpursuitofthefollowingbusinessstrategies: (i)expandingtheGroup’scorebusinessesandreinforcingtheGroup’smarketpositionintheoilstorageindustry;(ii)enhancingtheGroup’sproductivitythroughtheadoptionofanewoilwellexplorationmethodinitsenergyexplorationandproductionsegment;and(iii)exploringanewbusinessmodelbyleveragingthesynergiesbroughtinbyNantongZhuoshengandimprovingtheGroupprofitmargin.Meanwhile,theGroupconductedaseriesofactivediscussionswithlendersondebtrestructuringandextendaconsiderablenumberofdebts.Withanimprovedliabilitystructure,themanagementoftheGroupisconfidentinitsabilitytomaintainahealthyfinancialpositionandsustainablecashflowforoperationanddevelopment. 2022wasadifficultyearwithsomeuncertaintiesbroughtonbyexistentialsupplychaindisruption.TheuncertaintiestriggeredbytheRussia-Ukrainewarandothergeopoliticaltensionsworldwidehaveresultedinahighlyvolatileandchallengingmarketenvironmentfortheoilexplorationsector.WhiletheincreasingexternaluncertaintiesputpressureontheGroup’sbusinessoperations,theGroupwillconstantlyimplementcostcontrolandefficiencyenhancementmeasurestoensuretheorderlyandstableoperationoftheGroup.Lookingahead,themanagementoftheGroupremainsoptimisticaboutthebusinessmodeinlongterm. TheCOVID-19pandemicmadeitswaythemajorcitiesinMainlandChinainthefirsthalfof2022,andChina’sZeroCovidPolicyhasresultedinperiodiclockdownsacrossthecountry,especiallyinShanghaiwhichistheprincipalplaceoftradingbusinessoftheGroup.Duringthelockdownperiod,businessactivitieswerebroadlycurtailed,leadingtothetemporaryterminationoftheGroup’stradingoperations,anddelayingthedischargeoftheRelevantGuarantee.Inlightofthesechallengingcircumstances,themanagementoftheGroupconsidersthatbusinessdiversificationiscrucialinsustainingalong-termdevelopmentoftheGroupandminimizingtheoverallbusinessriskandactivelyseeksanewbusinessmodelthroughthesynergiesbroughtinbyNantongZhuosheng. 致各位股东： 本人谨此感谢各位长期以来对华荣能源的信任及支持，并代表华荣能源董事会欣然呈列截至二零二二年十二月三十一日止年度的业绩。 于过往年度，本集团审慎行事并坚定不移的推行以下业务策略：(i)扩展本集团核心业务并巩固本集团于油储产业的市场地位； (ii)通过采用本集团能源勘探及生产部门的新油井勘探方法，以提高其生产力；及(iii)通过南通焯晟所带来的协同效应寻求新的业务模式，并提高本集团的利润率。同时，本集团与贷款人就债务重组进行了一系列的积极讨论，并延长了相当数量的债务。由于负债架构改善，本集团管理层有信心其能维持稳健的财务状况及可用于营运及发展的可持续现金流量。 二零二二年是艰难的一年，供应链中断带来一些不确定性。俄乌战争及全球其他地缘政治紧张局势带来不确定性，使石油勘探领域的市场环境非常动荡及充满挑战。在外部不确定性的增加给本集团业务经营造成压力的同时，本集团将不断实施成本控制及增效措施，确保本集团有序及稳健的经营。展望未来，本集团管理层对长期业务模式仍保持乐观态度。 于二零二二年上半年，COVID-19疫情席卷中国内地主要城市，中国的清零政策导致全国定期封锁，尤其是在本集团贸易业务主要地点上海。于封锁期间，业务活动普遍缩减，导致本集团的贸易业务暂停，及相关担保的解除进度有所延后。鉴于该等挑战，本集团管理层认为业务多元化对维持本集团的长期发展及降低整体业务风险至关重要，并通过南通焯晟带来的协同效应积极寻求新的业务模式。 3 ANNUALREPORT2022 年度报告2022 CHAIRMAN’SSTATEMENT 主席报告书 TheGroupbenefittedfromtheconsistentcashflowandtherobustcustomerportfoliobroughtinbyNantongZhuosheng.Despitethecontinuingweaknessoftheexternaleconomicenvironment,themanagementoftheGroupremainsoptimisticabouttheprospectsoftheoilstoragebusiness,whichservesprimarilydomesticcustomers. Lookingforward,withthesignificantrelaxationofthedomesticepidemicpreventionpolicies,themanagementoftheGroupenvisagesasystematicrestorationoftheeconomyintheforthcomingyear,whichisexpectedtohaveapositiveimpactontheGroup’stwoprimarybusinessoperations.
