EXECUTIVE SUMMARYWhile minorities and persons from dis-tressed communities are often the subject of social programs and policies, they are greatly underrepresented in the field of public policy research. The Urban Institute (UI) created the Academy for Public Policy Analysis and Research to add the voices and perspectives of researchers from diverse backgrounds to the field. The Academy’s goal was to give promising minority stu-dents between their junior and senior years of college the skills and exposure crucial to obtaining highly c
