This report, part of the Afghanistan Strategic Learning Initiative, discusses potential responses to the crisis in Afghanistan. The initiative, supported by the UK Humanitarian Innovation Hub and the UK Foreign, Commonwealth & Development Office, brought together experts and practitioners to discuss four potential scenarios for Afghanistan's political, economic, and security trajectory over the next 18-24 months. The workshops explored need and vulnerability, aid instruments and mechanisms, and options for "beyond-humanitarian" aid. The report concludes that international response should prioritize enabling financial flows and promoting aid that addresses the root causes of the crisis.
