The Minnesota Health Plan (MHP) is a voluntary effort by Alliance members to pool their health care purchasing power in order to improve health care quality and efficiency, and reduce the cost of health care. It is not an employer obligation to pay for health coverage, an individual mandate to have health insurance, or an effort to expand coverage to the uninsured. Instead, it is a coalition formed in 2004 that includes the state of Minnesota, private business alliances, and labor groups, which together buy health insurance on behalf of 70% of the state's residents. The MHP does not offer subsidies towards health insurance costs, and it is not a publicly-managed health insurance system.
