The SARhas aligned its development with the national 15th Five-Year Plan whiledeepening regional innovation cooperation and high-level opening-up.Throughcoordinatedeffortsinpolicyalignment,infrastructureconnectivity,trade cooperation, people-to-people exchanges, and technologicalempowerment, Macao has strengthened its unique roles as “one center,oneplatform,onebase”andfurtherintegratedintothecountry’soveralldevelopmentstrategy.TheseeffortshaveenabledMacaotomakedistinctiveand impressive contributions to high-quality Belt and Road cooperation. On the occasion of the 27th anniversary of Macao’s return to China,with the support of the Commerce and Investment Promotion Institute ofthe Macao SAR, China International Contractors Association (hereinafterreferredtoas“CHINCA”)whichisthecountry’sonlynationalorganizationfor foreign contracting, and China Export & Credit Insurance Corporation(hereinafterreferredtoas“SINOSURE”)whichisChina’sonlypolicy-oriented insurance organization, have teamed up based on the goodpartnership established before. Together, they have conducted a studyon the achievements of the Macao SAR in jointly building the Belt andRoad projects in 2026, as well as PSCs’ infrastructure developmentindex.Forthefourthtime,theyhavereleasedtheReportonPortuguese-speaking Countries’ Infrastructure Development Index and Macao SAR’sAchievements in Belt and Road Initiative. This endeavor aims to guide theupgrading of infrastructure cooperation between China and PSCs andcontribute to the collective promotion of a new picture of high-quality Beltand Road development. This report is structured as follows: The first section investigates thescores and trends of the infrastructure development index in PSCs; thesecondsectionconductsadetailedanalysisontheinfrastructureindustryof three key countries; the third section reviews the latest achievements ofMacao’sparticipationintheBRIsince2025;thefourthsectionadvisesonMacao’shigh-qualityparticipationintheBRI. Alldatainthisreportcomesfrompubliclyaccessiblesources,includingthe International Monetary Fund (IMF), World Trade Organization (WTO),World Bank, World Economic Forum (WEF), Fitch Solutions, the EconomistIntelligence Unit (EIU), the Ministry of Commerce of China (MOFCOM),China International Contractors Association (CHINCA), and China Export& Credit Insurance Corporation (SINOSURE).
